Identical servers.. one buffers… one doesn’t…?

I have an Emby server and most 4k is buffering. But the exact same files on an identical server is totally fine. I have uploaded the logs of the problematic server. But just cannot find any smoke and gun as to what the issue is or what’s causing it. One specific movie he has used is the Kevin Hart special. 
 

any smart people in the house could help?

HI, it's hard to say. Are they both running at the same time on different ports?

Different Hetzner servers.. so not even using the same hardware.. and have moved it to a different server to eliminate any potential hardware issues.  And yes same time.. one has an issue.. one doesn’t. I was hoping the logs would show something.

Nothing obvious. Is this still happening?

Are these in the same Hetzner DC or different DCs? Different DCs may have different routing paths to your ISP. Some paths may be slow while others may be fast, explaining the buffering. Try running a speedtest to both your servers when you experience the buffering.
