Playback Errors: What am I not seeing?

About a month ago, I built a new server and transferred everything to it.  Everything was going fine until about 10 days ago.

Some users (I have 10 but only 5 use it regularly) started getting playback errors. They could get in but not play anything. 3 of us had no problems.

Checked settings, rolled certs, uninstall/reinstall Emby entirely... nothing helped.  Went to my mother's house to troubleshoot and found that the ISP had updated the "advanced" security settings (basically reactivated them) and was actively blocking Emby.  Turned them off.  Everything started working.  Spread the word to the others having problems and fixed the outages... for a couple of days.

Now, I cannot even play a movie on my PC that is directly attached to the server. Some movies play and some don't. I think all TV shows play (haven't ran into one that doesn't). Audiobooks still work.

Hi.  Looks like your Movie location is not correct or no longer available.

No such file or directory
