Emby server filling disk with media segments

I run emby server version 4.9.3.0 on Windows. I have the server setup to stream video files, hdhomerun channels and m3u8 streams.

The problem occurs while streaming m3u8. When I select a particular stream I could see the server starting 2 sometimes 3 ffmpeg processes with similar command lines. All of them downloading media segments from the same url. I could see that one of the ffmpeg processes is serving the actual stream I'm watching. The others appear to be downloading the same stream.

That's not the worst part, when I navigate away from video, some of the ffmpeg processes remain indefinitely and continue downloading until the temp drive is full. I keep all emby related files on a small 256gb drive so I could detect video run aways early. It usually takes 2 or 3 days to fill the drive. I've only seen this happen on one particular m3u8 stream, I do not know how many others are affected.

The stream in question plays with no problems in vlc and ffplay.
