MOTD/Maintenance Message without blocking access.

Would it be possible to expanded the use of the maintenance mode message, but instead of blocking access, have the ability to display the message like at the top of the home screen, but not block access to the server entirely.

For example if performing work that may or maynot impact usage but just give users a heads up that if something does happen they know why/what to do.

Indeed, I see that now. 

Though it looks like so far it only shows up on the web interface?
