Live TV second monitor/ unfocused

I have a second, portable 60hz monitor that I sometimes use and have emby live tv on it via emby theatre. This works fine, however the second I maximise a game on my main monitor, the live tv video frames drop HEAVILY, though the audio doesnt and it quickly gets out of sync.

I've looked at a few things and it all seems like the settings are fine (E.g max frames off for background etc.)

Any ideas why this could happen?
