Emby metadata and image problems?

This is driving me nuts! I have three TerraMaster NAS two F5-221 and one F2-423 Emby runs fine on the two F5-221s, but I cannot get the F2-423 to collect the image metadata or show image files that i have added manually to a folder within the metadata file, Emby keeps saying that there is some kind of permission problem yet i have been through this several times and there should be no problem the server is configured just the same as the other two NAS, any ideas just what not right?
