Unicode/ASCII and alphanumeric sorting

Technical question, what is alphanumeric sorting based on for symbols? '!' is the first symbol in ASCII and Unicode, and becomes the first when sorting, however '~' and '•' are after all the Latin characters (the standard English A-z), but they are still sorted above the Latin characters. So I've 2 questions:

1. What's the sorting based on?
2. If I wanted an item to be at the bottom, without naming it 'zzz', what character should I start it with?

Hi, currently it's an alpha numeric sort based on the rules of the locale on the server machine. Are you running windows? If so it should pretty closely follow what you would see in windows explorer.
