Local playback stutter issues

I can give a better brief overview about my network: 
AX7501-B1 Router Connected to Fiber 10G with XGS Pon which is located in the in-wall multimedia distribution box.
From the 10G Port of the Router is a in-wall network Cable to my 1 GB Office Network Switch.
At this Switch is: Emby Server, Gaming PC, Work Laptop 
 

Was there ever a solution? I have the same issue as you and it’s driving me crazy. I’ve tested all my devices (all connected to lan) and am getting 750 mbps for all of them, but I still get mini stutters throughout playback. No buffer wheel or anything like that, just choppiness every few minutes. Enough to make you dizzy when you watch

I'm having issues with playback on my server I'm hoping the community can help me diagnose. I'll not this is not limited to emby, I've had jellyfin running on the same device and the same issue occurs, but everyone might have experience enough to solve. When I play content on my server it will have stutters, little mini ones that last a frame or two, not so much where the movie stops and begins to buffer altogether, just enough to make you dizzy while watching. It is only the video, not the audio. It happens across any given file and all bitrates.

The "stutters" themselves do not happen at the same frame each time (if i go back and rewatch where it stuttered once, it won't always stutter there again) so it is not a problem with the file itself. Below is my tech stack including network speed. I believe this is only a local issue, no one watching remotely has noticed. I feel like my internet and connection should be plenty sufficient, but am not well enough versed int hat to give an absolute answer. One final note, nothing is transcoding. Everything direct plays from the server to my apple tv (both on the emby app and the infuse app)

Server:
Mac mini m4 chip 16 GB RAM
3 Seagate 20 TB hard drives in a usb3 6-bay enclosure
Ethernet cat 8 cable connected to tp link powered ethernet switch

Network: Xfinity gateway in bridge mode (double Tripple confirmed in bridge mode) Eero pro 7 router connected to the ethernet switch 750 Mbps download 170 Mbps upload

Client: Apple TV 4K connected via Ethernet to switch back to the eero
