Media Won't Start Unless I Restart the Play

Specifically I start any video media and I get the broken circle continuously until I back-arrow and hit play again, then I get the solid thinner rotating circle and the media will start. IF I don't go back and hit play a second time I will get the thick,, broken line circle. I literally left the room for 5 minutes came back to same broken circle, hit the back arrow/play button and the smooth circle start immediate and the media starts quickly. This started happening about 2 months ago.

Can you please reproduce that exact scenario and then follow the instructions to send a log from the app?  Also include the server log from the same time.
