Emby server android keeps crashing without a wifi connection

The emby server on my server phone will only run when a wifi network is connected, and crashes if either no wifi is connected or on hotspot, which effectively makes it so that I cannot use it when no wifi is connected which is a major deal breaker for me.

This issue has already been referred to the development team. A 4.9.x regression on Android
