Emby altering people identifications after unrelated metadata change

I've noticed this repeatedly, in multiple libraries. In this example, I used the metadata editor to make one tiny change for this movie: only removing "The " from the Sort Title. Emby then changed the IDs for two of the actors in the NFO, matching them to incorrect people who happened to have an identical name.

<actor>
    <name>Mike Stevens</name>
    <role>Policeman</role>
    <type>Actor</type>
    <imdbid>nm2650313</imdbid>
 </actor>

Was altered to:

<actor>
    <name>Mike Stevens</name>
    <role>Policeman</role>
    <type>Actor</type>
    <imdbid>nm0828645</imdbid>
  </actor>

Why in the world would Emby do this? Why is it doing any actor identifying at all when all I edited was an unrelated field? And, as you can see from my settings for this library, I do not have any Metadata Downloaders turned on.

If I go back into the NFO, restore the IDs to the correct ones, and rescan that library... Emby still has the actor matched to the wrong person (though the NFO is now correct and unaltered after this new scan). The only fix seems to be: 1) remove the movie entirely from the library 2) scan 3) restore the movie to the library 4) scan again.... then 5) never, ever use the metadata editor on that movie again.

Something is fundamentally broken here.
