Fix Maintenance Mode Restrictions

Currently Maintenance Mode blocks the admin from editing libraries and user home screen settings, which defeats a major purpose of having maintenance mode at all.

Allow server admin unrestricted access while Maintenance Mode is on.

library add/remove/edit

folder/metadata changes with ability to browsing the libraries

user home screen configuration

Maintenance Mode should block users, not the admin trying to perform maintenance...
