Use downloaded music instead of stream

Emby does always stream & direct play downloaded tracks if started from the music tab I instead of the downloads tab.

There is absolutely zero point right now to download any music because who would want to manually play their collection of songs from the downloads tab without a playlist?

And if you want to just use the little bit of connection you have to start the playlist in the music tab it will stream instead of using the local data.

So, no music on hikes or the likes where there is bad mobile data
