Search Issues - works for admin, but zero results for regular users

I thought maybe it was due to Library restrictions, but allowing user to access all libraries did not change the behavior.  If I do a search for "Christmas" with my admin account I get dozens of results, but from any other account search does not yield any results.

Do other users have any tag-based access restrictions?

Good question, but I did check that and they do not.  Tag list is empty, and I tried toggling the 'allow' or 'block' settings, no change. I even set the content filter to the highest one (was blank previously)

Hm, can't really think of anything else that could be preventing search for regular user - nor can I reproduce on 4.9.1.90, all of my users, both restricted and unrestricted, get search hits according their access rights. 

If you create a new, blank, non-admin all-access user, does that one get search results?

Switching the content filter from blank to the max one, then back to blank seems to have fixed it...I don't know why.
