can't access card controls on right edge of window in web app

viewport is1299px wide, zoom at 80%, Firefox

I go to the Home page, mouse over a card in any section at the right side of the window - the card controls display but as the mouse cursor gets near the more menu the controls go away.  So there is no way to operate on the card controls for a card on the right side since you can't scroll one item over.

This pic shows the controls displayed but they go away before the 3-dot button can be touched:
