Setting maximum Bitrate in client does not have any effect

for a few versions, I can set any quality in fire tv app. this does not have any effect. 

having 65mbit movie is just stucking every few seconds.

Transcoding is active and set.up. It just dies not have effect for app on fireTV stick.
