Audio transcoding

Having a problem with audio. i transcode 1080p content to 240p. I do this on phone when not on wifi. The audio quality is really bad when playing the transcoded content. If i transcode with jellyfin or plex to 240p the audio sound perfect like original quality.  i did recently upgrade to a intel b580 for transcoding. for a month the audio on emby transcoded to 240p was perfect, but recently it is bad audio again. Any idea why? All my hardware decoders are set to quicksync b580 and hardware encoders set to quicksync b580.
