No, that's outdated. It shouldn't even exist anymore.

The OpenAPI specs are included in the SDK releases: https://github.com/MediaBrowser/Emby.SDK/releases

Or directly here: https://github.com/MediaBrowser/Emby.SDK/tree/master/Resources/OpenApi
(there's also a beta branch)
