Missing library images but can't delete them to generate new ones

For some reason almost all my libraries are missing the generated images and i can't delete them.

the library scan seems to be stuck too, it ran all day long and it's only at 60%

Have you tampered with the server metadata folder?

no this is a fresh install and i tried to restore from a backup

Can you restart the server, try to delete an image, and then provide the log? Thanks.

I've deleted an image that loaded normally and got deleted normally and i tried to delete on of those blank images that gets the same error "could not find a part of the path" as the screenshot above

Are you able to assign a new image?

One a movie with a blank image like the left no, on a movie with an image like the right yes. 

One a movie with the blank image if i try to select a new image nothing happens and a round circle appears like it's loading but it never ends

Is there any way to reset the metadata so that I can just redo the entire thing?
