Transparent Stream Cache solution

Cobbled this together to address a few annoyances I see when trying to consume media via .strm files. 
-multiple people watching popular streams results in multiple downloads for the same content
-provider media API returning different CDN files between ffprobe and ffmpeg calls
-pausing too long causes stream drop and possible errors with resume

I also uploaded my bash script that rewrites links in existing strm files in a way that emby doesn't notice and try to reindex them.
