I am seeing this on Chrome, Safari and Firefox:

I will admit there is a chance is still me with the way settings are sync'd now across not only devices but different browsers

Could you post a link to that exact topic? Such things occasionally happen on copy/paste depending on the source, on light theme they typically appear blank/white, no text can be seen (as it's white-on-white) unless selected.

Seeing same as you do on Dark theme. 

Though seeing some other quotes in the same topic normally. 

On Default/Light theme, all quotes are normally visible. 

So, I don't think it's you, but likely the source it was copied from. Anyway, @Abobadermight have a look.

Yes, I know about this .. we fixed it many time, editor we used too old with these forum build.

We will try to speed our time to upgrade to the new forum build, that these problem will be history.
