Time shifting

I had to rebuild my PC due to it crashing. Many files are now gone, and I am setting up MB as I used to have it. I am having a problem with adding a time shift for JUST one channel which is the USA channel. It is the only time shift that I have in the m3u8 file. Here is the syntax...

#EXTINF:0,USA USA Network West tvg-shift="-4" 
http://ky-tv.cc:80/username/password/175970.m3u8

That is it. Do you see anything wrong with this? It is so simple which is why I am not seeing the problem. Help please.
