book permissions

when a users is trying to open a book its required that downlaod permissions for that user be enabled.  The problem is that i dont want a users to be able to download movies,shows,music etc but i want them to be able to open books.   is there a way to allow a user to open a book without have to give global download permissions?

This feature request is relevant to the issue as it would allow you to selectively enable downloads only for specific users & libraries.
