offer channels that are currently being streamed

I know this is an old request, but I'd like to see it go one step further and actually offer channels that are currently being streamed/recorded to the user to watch when no tuners are available.

Say you have 2 tuners and both of those tuners being used by Emby to stream CBS and NBC. If another user would attempt to stream a different channel, they will get an error because no tuners are available. Instead, show them that CBS and NBC are being streamed and let them piggyback on one of those active streams.

Now, I just remembered that Emby consumes 1 tuner for each stream and doesn't reuse the same tuner if more than one user wants to stream it, doesn't it? I guess that leads to yet another feature request if I'm remembering correctly.
