Unify genre/tag layouts

I feel that the current search/filtering functionality is fairly limiting and can be improved in multiple ways:

1. Make it possible to use a combination of multiple genres/tags for filtering.

2. Add an option to limit the search to an individual library (https://emby.media/community/index.php?/topic/96375-search-each-library-individually/)

3. Unify layouts for genre and tag filtering. Currently, they are different:

There are a bunch of different variations of this request but, also, most of the apps should already support multiple selection on filters.

The reason they are different is because genres are something that will flow from the top down. Meaning if you assign a genre to a series, you expect that to apply to the episodes as well. Therefore you really only need to see series when you click on a genre and not the multiple categories.

Tags can be independent at every level, and so that's why you need to be able to see what series, seasons, episodes are tagged with what.
