My media library is able to search posters on other emby servers, but I don't know why it doesn't work on this

Looks like a network issue as you cannot talk to TVDB or MovieDB servers.   Oddly enough you are talking to Emby admin server.

HI, typical causes of these timeouts are firewall, security software or VPN. Can you look into those and let us know what you find? Thanks.
