Based on the option text: "Allow transcoding to reduce quality, based on the app quality setting..." I would assume - if disabled - it will override both Auto fallback and in-app user quality reducing, i.e. effectively only allowing native (and higher) bitrates. That is how i understand it as well, effectively making it so users can't lower the quality if actually needed. 1

For example I am fine with 1080p transcodes but not with 4K transcodes (they may as well watch the 1080p copy instead), so if I could disable only 4K-source transcodes, it would be really helpful. 2

Some sessions simply can't be stopped and just get stuck transcoding, never mind the messages. I can kill the ffmpeg processes for those stuck sessions repeatedly and it eventually does stop but I would prefer if it never started at all.
