Dynamic Library/Playlist/something by Tag?

I've seen a few mentions in old thread of some plans for dynamic library/lists generation, did any of that ever happen?

My thinking of what would be nice, is if I could have every user have a dynamic library/playlist/something, that's based on a tag associated to an item. This tag would get assigned by an *arr or Jellyseerr or something along those lines, so that items filled by automation would be more easily found by the requestor. I think ideally it'd be a dynamic library based on tags associated to an item(movie or show) but even a playlist would probably be ok. 

I see that there is sorta a thing created by tag in the view, though it's pretty basic. It'd be nice of course if I could search by tag, which it seems like has been in the "future release" pile for a while. The grouping by Tag that can be retrieved is kind of basic, but would get it partly there I guess. I'd prefer it if a user could only see their own tag, as it is currently, they'll see everyone's tag, but it would be a start. So I will take a look at the APIs and see if I can do any kind of tag on import functionality that might facilitate this.

Or, if anyone has a way they've put together already to do something along these lines(increase awareness/improve discoverability of automation filled requests by users) and can share, that would be great!

Smart Playlists/Collections were (are?) supposed to be implented in 4.9+ release.
