RAM usage when transcoding

I'm running the server (4.8.11.0) on Ubuntu 20.04.06 LTS on a VM.  The VM is dedicated to Emby.  When transcoding nearly all of the 16GB is in use.  CPU is at 1.5%.  Is this normal?  Should I allocate more RAM to it?
