Dolby Vision HEVC - any way to watch without HDR?

Had a friend report that their playback was weird on a particular item, and I saw that it had Dolby Vision on it. They don't have an HDR capable TV, I think it's an older Fire TV.

Is there any way to have this watchable on a non-HDR TV?

If I am remembering correctly, Dolby Vision has different 'profiles', one of which has a fallback if the TV does not report DV capable.
I'm guessing this item might be in a non-fallback capable profile?

Here are the specifics of this title:

Profile 5 is pure DV. In your case it says None which is odd but maybe mediainfo has more details. It should force a transcode if the device is only SDR, and pure DV can't be transcoded so you get the green/purple screens. Your file might not be tagged properly, the more I look at it it seems like it should have HDR fallback but it's just missing the profile.

Use the Windows app. It will play everything, natively.
