mp3 audio file plays fine EXCEPT on Emby via Roku Ultra

so I have a lot of the art bell audio files on my server... I went to listen to some of them and noticed this one played with massive amounts of static (playback on roku ultra) and yet when I went to VLC the file plays fine. the server says it's mp3 direct play... can someone see if this happens. I can easily re-encode it to make it work I'm just wondering what's happening with the static on this one? I'm guessing it's OK to include the file in question. If not, sorry. Delete it.

It is a mess on my roku as well.  Not sure why but I know the Roku player has very little tolerance for anything out of spec.  Is there anything special or weird about this file?  How was it created?

I'm not the original encoder... checking with media preview it looks like it has the same specs as all the other mp3 files I have... there's tons of them I got a long time ago from a collector/fan who recorded these radio paranormal esque shows in the late 90s/2000s... they are pretty much all mp3... I'm not sure what's up with this particular file...but I re-encoded it with audacity and it plays fine so at least there's that....
