Server install stops when doing a "fresh" install on Win 8.1Pro

Here is what the log says and everytime i try to install the app a box also pops up and has the same message. Log is attached for reference. 

 

URLDownloadToCacheFile failed with HRESULT '-2146697208'

Error: An error occurred trying to download 'http://www.mb3admin.com/downloads/release/server/MediaBrowser.Server.Installer.application'.

 

Any ideas? Is it just me or is there an issue downloading right now?
