Cannot suddenly connect to my localhost

Suddenly im getting an error when trying to connect to my localhost server/PC

 

No issues with connect, and didnt, as far as i know, block it in norton, google chrome is an exception for norton so shouldnt block it.

 

Anyone knows whats going on?
