Poor Livestream/Recorded TV playback on Roku and Windows, excellent on Android

I am running emby server on a Windows 11 i7-10850H 32 GB laptop.

I run clients on Roku, Windows, and Andoid.

When I play live OTA TV or recorded OTA TV I have mixed results on my clients:

1. Andoid Phone: Excellent playback, no issues

2. Roku: scrambled video, Audio starts and stop

3. Emby Theater on Windows 11: scrambled video, Audio starts and stop
