Port forwarding with my ISP does not work unless you have a static IP. Apparently, traffic goes through more than one NAT. After getting a static IP ($10/month) port forwarding works as it should, and I can now stream to my phone/laptop wherever I am. As a bonus, it drastically reduced my ping times.
