going into the file that I am copying them from and looking at the properties.   In nuget manager in Visual Studio not all of the dll files I need are in there to download.

That means that the dependency (a nuget reference) in your project is 4.9.0.12, but the Emby server is 4.8.11.0. Change the dependency version to 4.8.11.0, rebuild the project and use the new DLL

This might be a dumb question but is mediabrowser.model.signed the same as mediabrowser.model?

Yea, I don't see an emby nuget package.

Is it best to pull all Emby dependencies via NuGet or manually reference local DLLs?

The guide that I linked to above, what does that say? That's what the best thing to do is :)
