Unlocked purchase isn't recognized on older iPad

I purchased the $4.99 ios app unlock on my iphone and it works as expected. I then tried to play a video on an older iPad which says I still need to unlock the feature. The Emby app on the older iPad seems to work fine, it just doesn't recognize that I've already purchased the app. When I click "Restore Purchase" it asks how did you pay and I click "I purchased this app" which then sends me back to  the previous purchase unlock screen.

Yes, it is the same account.

Hi. Is the iPad so old that it doesn't receive updates from Apple anymore?

Are you able to make purchases on it?

The iPad doesn't recieve updates anymore.

I believe I can still make purchases on it. The transaction for the Emby app shows up in the purchase history on the iPad.
