FR: It would be nice to have top level transcoding options in the "transcoding" menu.

Today these settings are per user and it's annoying to have to change for every user when you want to update them globally. 

It feels like there should be a global setting in the "transcoding" menu, then if the server has transcoding enabled the per user settings that can disable them on a per user basis.
