How to adjust video quality

Have an android tv and trying to see where to select quality such as 1080p 25 Mbps, etc, is located. 

When I look at the settings screen, I see:  Startup, Home Screen Layout, General display, Playback, Sub/Audio Defaults.

If I select Playback Settings, I see Max Streaming Bit rate (Which shows 5 Mbits/sec, 3 Mbits/sec, etc, Play Next Episode, etc

That is the correct place to choose the Max Quality that this particular Emby client will request from the server.

You can also adjust this on the fly using the OSD (on-screen display) and settings icon (bottom right during playback):

Is display mode showing 2160 (4K) 24 FPS? And this is from an actual video playing? 

If yes (2nd Q) is there a global setting for display mode or does it remember last used setting for the next video?

It seemed when selecting 1 Mbps, it was still trying to direct play

Just a note that when you do that during playback, it is temporary - for that video only.  That menu is intended to be used to correct some issue you may be having with that particular video.

The setting in the settings screen is the one used for all other playback.

Yes, it is showing you what the current display mode is and you can change it manually using that menu.

That will depend on your settings.  Also under playback settings are options on whether or not to match the video's frame rate and resolution.
