Video with Ogg Vorbis Audio Transcoding

I don't typically have videos with Ogg Vorbis audio but one particular series does and has been giving me trouble. Even though it is very low bitrate (1 Mbps) it always seems to transcode on the Windows app. Other more standard h264 with AAC or ac3 audio seems to direct play fine regardless of the bit rate.

I have seen that thread but I think this is mpv related versus the audio issue in that thread.
