Transcoder and Scaling Query

I have a question about what triggers the transcoder to scale the resolution.

The reason I ask this is I have a family member with low bandwidth internet (1 mbit).

This is what I have noticed in my testing:

Live TV will transcode down to 1 mbit and NOT scale the resolution....ever.
So I am seeing 1080 at 1mbit and it looks pretty good. I verified this by looking at the .ts segments in the transcode folder.

Anything in the library, scales the resolution down ALWAYS when transcoding.
There is probably a simple explanation for this, and is there a way to disable the scaling?

Hi, they are the same. It just depends on the quality selected in the Emby app, as well as the media info of the source.
