Hardware Transcoding Not Happening

Ok, now I notice something going on. NAS I have (DS220+) has an cpu capable of transcoding yet now I'm getting a situation where the hardware transcoding isn't happening. I also notice that my CPU is banging it's head to it's max. It pretty stays around 20% or less but as you can see it's way up there. It's hard to say but it seems it's also around this time I get a lot of stuttering (pause/play/pause/play) but even that's not for certain.
