Watch history not syncing

I posted this a while ago, I thought I had fixed it. I have not.

 

When I watch a show on a device, be that MacOS, iOS, iPadOS, TVOS, etc, my other devices do not sync "continue watching" to show it watched without force closing and re-opening the app.

Weirdly, if I just mark a show as watched, without actually watching it, that syncs instantly, (which is why I thought I had fixed it), but physically watching it never syncs unless I force close the app.

As an example, I just watched Season 3 Episode 4 of The Orville. Up next on all device but the one I watched it on, show Season 3 Episode 4 as the next episode to watch. If I click into the show, it knows it's been watched, and shows it as such, but still shows it as the next episode on "Continue Watching"

This is consistent across all my devices: iPhone, Mac, iPad, Apple TV. 

 

I've attached screenshots, one showing "continue watching" being season 3 episode 4, and the other showing that if I click into it, it's marked as watched already. So it's an issue with Continue Watching not updating properly, not an issue of the devices syncing. 

 

Even after I go in, and see it is marked as watched, when I go back to the main menu it still shows it as the next episode to watch.

Clarification: I have now triple checked across devices. As far as I can tell, the issue doesn't exist on Apple TV like I thought it did. It 100% does exist on iPhone and iPad after repeated attempts, and I'm 99% confident MacOS too but I will verify MacOS when I get a chance.

Okay it definitely exists in the Mac app as well.
