Subtitle playback of recordings

I'm recording a stream which does have subtitles but Emby says cannot load subitles when trying to playback a recording.  They do however play on live streans with Emby.  Celluloid will playback the subtitles on the Emby recordings but Emby itself cannot.   This is on Emby 4.8.10.0.  Mediainfo does show weirdness in that there are 8 text streams but only one shows up on Celluloid and is "unknown".  Emby does show the subtitle track at Default EIA_608 but simply doesn't show the subtitles when chosen.   Graphic below shows the Mediainfo display of the recorded file.
