newbie, having problems connecting to server

Did you setup your own Emby Server? You need to do that first.

Emby provides zero content. It is not Netflix, Hulu or any other content provider. 
It is a client/server system and you provide the server and the client. 

It is possible to connect to someone else's server but they have to invite you and you would need to be family or, in some cases, a friend of the server's owner. 

Note: It is against the TOS for anyone to charge for server access.

i can understand that since i have streaming video from netflix and so on. i guess i will have to get that info from provider as in IPTV.  I was hoping this program would let me rum m3u files and mostly the player formats, i could record under a lot of different formats and convert to more with this emby player. maybe not? the roku player formats are very

few as in MOV,MKV AND MP4.

You can do those things, but it is the server which does them so you have to install that first.  The clients are used to control the server and receive streams from it, as detailed in the quick start linked above.

where is this server its asking for? cable or internet provider, net flex youtube? roku? or my compueter? or do you have a error on your server if you have one?

it says error connecting to server. maybe this is a pay thing and i haven't payed?????

Please read through the link provided to you earlier, Quick Start to learn about how Emby works. 

A server is an application you need to install and run yourself on your own hardware.

Either where you installed it, or where the server owner you know tells you they have installed it.  Emby makes software - they do not provide media.
