Possible to limit Network Quality Globally?

When logged in as the administrator, in the settings side-bar under the "Playback" section, I have an option for Home Network Quality and Internet Quality, which gives me various resolution/Mbps limits.  Am I to understand that this setting is client based, and not something I can either a)set globally for the entire server or b)set for individual users?

 

Scenario:

I have 1000/1000Mbps line, and my server can handle 1080p content with no issues, and all of my content is at 1080p or less.  However, my live TV provider has several channels that are broadcast in 4K, and although my server can handle a couple 4k streams, I have a large user base and I want to ensure everyone has an enjoyable experience. 

Without having to change my channel lineup, asking users to manually adjust quality settings, is there an easy way to set a global limit that would reflect the 1080p - 20Mbps option that effects the entire server?

I'm aware of the internet streaming bitrate limit in the Network section, however I'm not sure what I should be setting it to (I get the 20Mbps part, but how do I factor in the 1080p resolution?)

Hi, the network setting is the closest thing. I would start there and see if it is sufficient for you.

What would you suggest setting internet streaming bitrate limit at to ensure nothing over 1080p plays?  I see there's a gap between 1080p and 4K - 1080 goes from 10Mbps up to 60, while 4K starts at 40 - so if I set at 10-30, will that work?

It's bitrate controlled and not resolution controlled. It will not stop 4K from playing if it's low enough bitrate.

There might be a way to limit resolution but i don't know of any.

I'd probably start around 20 mbps and then adjust up or down as needed.
