Where do I find the Comskipper Plugin for Windows?

I was running the latest Beta version but moved to the latest Stable Release (4.8.10.0) as it sounded like Comskipper was not available in Beta. In the Beta or Stable versions I do not see Comskipper as a Plugin choice when looking on the Plugin Tab. I have Comskip creating the .edl file after recording, but I also need the Comskipper plugin to use it.

I finally found the .dll needed, all I was originally finding in the github is the Source Code.
