TRANSCODER HEVC EMBY

Hello,

I would like to know, how do I set CRF to (21...22...23 etc.) when transcoding video files to HEVC. I'm changing the CRF properties to 22, I save the configuration and after encoding the file, it keeps it at CRF 28 (fixed). So how do I fix the changes I want? Can anyone help me? 

In the case of h264 these changes are made, but in the case of hevc, it is set at 28. Not allowing any changes below 28 CRF.
