Frustrating lack of decoding support

I am running Emby on a small Arm server. Transcoding isn't really an option and I wish I could simply disable it.

It's becoming very frustrating to deal with Emby. H264 and AAC should work on my Roku device but I get "converting incompatible video level". I have no idea what that means and a search returned nothing.

It buffers for a long time, plays a couple of seconds and then starts over. I can never watch the video.

Here's the media info:

Any ideas on why it can't play this? H264 and AAC definitely work.

Would need to see complete log and media info for and example but sounds link and issue with the encoding profile level but not shown in the info provided.
