Check if AMD VCE Available/Working on Ubuntu 22.04 Virtual Machine

I have Emby on a rented Virtual Machine on an AMD 7950x machine.  It might be a long shot, but I'm trying to figure out if its possible to take advantage of AMD VCE on my Emby install in a Docker Container on the virtual machine?  If that's even possible to do, how do I check if VCE is enabled and available to use in my VM?
